    This Trainee's guide document you have in your hands is the Trainee’s guide on financial education. It targets primarily (potential) migrants and returnees in Ghana who wish to improve their money management. The Trainee’s guide introduces basic knowledge, skills and tools related to earning, spending, budgeting and using financial services such as savings, credit, money transfers and insurance. This guide was produced under the GIZ funded Initiative for Labour Migration Employment and Reintegration (LMER) in Nigeria and Ghana.

    Piloting ApexFinCoop - a training programme for financial cooperatives' apex organizations in Ghana

    As principle-driven and member-owned businesses, financial cooperatives are among the key institutions to advance financial inclusion particularly in rural areas and for those who face challenges in accessing these services through other types of financial service providers. ILO, ITC-ILO and FAO held a workshop to test and validate a training programme for financial cooperatives apex organizations.

    Impact Insurance Research Paper #43: Outpatient care in RSBY

    The paper reviews the pilot experiments conducted from 2011 onwards in eight districts across six states to test the provision of outpatient (OP) benefits under RSBY, India’s Social Health Insurance Scheme for low income populations. Administrative data on enrolment, empanelment of care providers and outpatient claims was analysed for the review. The paper also discusses the status of primary care in India and outpatient care provision in similar schemes in other developing nations (Vietnam, Ghana, Indonesia, Philippines and Thailand).

    Impact Insurance Research Paper #33: The impact of health insurance education on enrollment of microfinance institution clients in the Ghana National Health Insurance Scheme, northern region of Ghana

    Despite the fact that national health insurance has been available in Ghana since 2003, the coverage is far from universal. Research Paper #23 evaluates a consumer education intervention for microfinance clients by Freedom from Hunger and Sinapi Aba Trust designed to increase awareness, knowledge and eventually take-up rates of the National Health Insurance Scheme. Results suggest that the lack of knowledge may not the most important barrier to enrollment: while health insurance education appeared to increase knowledge of health insurance among those who received it, there were no significant differences in enrollment rates between the treatment groups and control group. Rather, it appears that convenience of registration and timing of premium payments were more common challenges faced by these individuals.
